poor man's cabinet refinishing

I bought a home with a lot of oak cabinets that are in good shape but the need refinishing. A painter refinished a couple cabinets using what he referred to as the Poor Man's way to refinish a cabinet. He moved away and now I don't know how to finish the rest of the cabinets. I think he said that they could be wiped with mineral spirits and steel wool and then a coat of clear varathan applied (i really don't want to change the stain color of the wood, just the shellac finish that is old dirty and worn.) I started to clean up a cabinet with the mineral spirits and steel wool, but it looks sort of streaked and white it spots so I am hesitant to apply varathane to it. Can anyone offer me a suggestion or ideas? thank you in advance for your time, ideas and expertise.
