White Enamel Paint still in Oak Grain of Rocker

My wife and I were given an old oak rocker which over the years had two coats of enamel paint. We stripped the paint off, but there is still evidence of the enamel in the oak grain. We have sanded, used steel wool, etc., but the enamel in the grain is still evident (looks like there are fairly deep places in the grain).

Any suggestions????????????

P.S. We ran into the same problem trying to refinish an old children's oak school desk which had been painted with yellow enamel.
