Unless the seat is paper rush there will be breaks. They may be woven into the seat by rolling each new piece of rush into the previous one so that no breaks show. Recoing a portion of the seat would probably involve removing the entire seat and working in new material. This would be difficult if not impossible, I don't blame the rush man for turning down the job.
