The safest thing to use to seal the box would be hot parrafin, just brush it into the seames and let it dry. Make the liner parts to slip in and hold with more hot wax, the liner held together with interlocking box joints, cut one saw blade width at a time. A simple jig design exists in numerous wood working books, or I can illustrate for you. All this will lock together snugly and drop right in, the inner bottom can be held with a small groove, no glue should be needed for the liner at all.
