I use a saturate solution of Oxalic Acid to disolve surface rust. After a couple light applications from a brush, start rubbing off the loosend rust with a 3 M scouring pad and a course rag. Continue till there seems to be no more loosing of the rust, coat with WD 40 to keep rust from returning, wipe clean and seal with spray Shellac befor repainting.
