Shelac Vs. other top coats

The woodwork in our home currently has a shelac finish and it has become alligatored over time. We have tested the finish with alcohol and it comes right off. We would like to strip off the shelac but I have some questions. What is the best way to strip the areas that are all bumpy? We were planning on using alcohol but if there is a more efficient way I would like to know. Can we apply a differnt top coat(polyurethane or varnish) over the shelac? Part of the area we are resoring is our staircase - what is the best type of top coat for this area??
