Hey Kevin, Sanding is important for many reasons - do that to get a smooth surface. Possibly consider some kind of bleaching if you want to try and remove stains. I don't think the stains that appear to be from ink will come out that easy. You only need a wash coat over the stain to seal it, don't build a finish or you will see depth and shine under the wax - then apply your wax for the look you're after. Sanding sealer or shellac will work between the stain and the wax. Sanding sealer is easier to sand so I prefer this product but I add a drop of NGR golden oak to the sealer to give it the golden color of the shellac.
