It depends on what is causing the splotches. If it was a bad stain job you will have to discover what kind of stain was used and then what solvent will remove it. Most oil stains will relase with lacquer thinner, water stains or dyes may require bleaching. ONce you have the color even put a wash coat of 1 1/2 lb. cut shellac on first then stain. This will give you much better color control than staining on bare wood.
