You could be dealing with a finish that has darkened with age or an original finish that was toned originally. I would suggest that you try a little denatured alcohol on a cotton swab to see it that will dissolve any of the finish. If it will you are dealing with a shellac finish and more denature alchohol rubbed using a pad of cottan cloth changed frequently to a clean ssurface will clean the entire piece. This is a slow way to apprach it, but the results are worth the effort, bcause you are not removing the original finish. When you have the piece clean a couple of coats of lacquer or shellac can be added to rebuild the finish then rub out with 0000 steel wool followed by a coat of paste wax.
