I had the same problem with a table I refinshed about 6 months ago. I found out it was due to the fact that grandma was real fond of the pledge and other sylicone sprays. It contaminated the Laquer I used to refinish the table and created the fisheye effect.

I'm about to take the laquer off and use Shellac with perhaps one or two coats of Laquer on top.

Question: What do I use to take off the three coats of Laquer I put on 6 months ago.
