If the chairs are from assorted origins then the stain problem is understandable. However if they are all from the same batch then somthing is happening with your stripper or process and you need to repeat with a more thorough removal and scrubbing. I am thinking that isn't what you need to know, and the chairs are dissemilar, try scrubbing them with a fine brass brush and some Lacquer Thinner. Also a wood bleach like the ones sold in paint stores, they are mixed together, and do a good job. But this will raise the grain too, some wood stains are nearly impossible to remove without extreme sanding.
