How do I fix "Alligatoring"

I've got a set of three small tables just bought from an auction that I'm about to refurbish. One of them has a dark "Alligatored" finish on it's legs that I want to correct.

Firstly, How does this effect happen so I can avoid it happening to me.

Secondly, how do I get it off?

I've already put some "Stripper" on it and it didn't do anything. I'm thinking about hitting it with some 200grit sandpaper but I don't want to ruin any of the wood. Sanding could be tedius for me since there are some tight spots.

Any tips?
