No, I didn't use thinner. The brand I used is a very popular brand called Deft and it says that thinner isn't needed. I can see now that I should have thinned it though. The weather was cool so I think that sped up the drying processs and created the Orange Peel effect.

I'm going to take your advice and lightly sand until its even and apply another coat of thinned laquer and see how it goes.
