From my experience this sounds like there is wax or somthing under the varnish that is not allowing it to dry. If at this time there are still sticky spots, clean them off with naptha. Allow all to dry for a day, sand with naptha and 220 grit, smoothing out the bare spots with the rest. Get some Japan Dryer from the paint store add a tea spoon to on pint of varnish, try putting on a smear coat by dipping a lint free rag into the varnish and spreading this as thin as you can. If that still won't dry clear you may need to strip and start over. If it does dry OK add the rest of your intended finish to the piece and all should be fine.
