As far as the cane is concerned, I would use some Oxalic Acid in water to brighten up the color, twice should do, wash with clean water. If you mean the finish is actually black as in paint, then the finish can be cleaned, light sanded with 320 grit and top coated with shellac. The new rockers will have to be sealled and sprayed black with an enamel paint that matches the original color. Allow to completly dry and shellac like the rest of the rocker. Wait a few days and buff with steel wool, wax if you wish.
