Antique finish mystery

I am trying to restore my great great grandfather's tool chest. I began stripping the paint and found several coats of paint. The lowest level next to the wood is golden yellow. With the stripper it smears across the surface like oil paint and then dries matte like milk paint. Sanding it makes it come off like fine chalky powder. What kind of paint is this? could it be old shellac? The chest is about 150 yrs old. Thanks for your help. Pat
