Leave the chest open and lightly sand the inside with 220 grit sandpaper. Theat should cure the dusty appearance and release more cedar smell. The water damage on the lid will have to be treated according to the depth of the dameage. If it is white it is water trapped in the finish and will probably release if lightly sprayed with blush eraser which is available from Wood Workers supply. They have a website. If the damage is black the water has penetrated to the wood and the finish will have to be removed and the wood bleached with oxalic acid and the finish replaced.
