The flaking sounds like film failure. A set this age probably has a shellac finish so washing with a strong soap like Murphy's can remove or soften the finish. One method of treatment would be to clean with mineral spirits to remove the dirt and grime that have accumulated on the surface. The finish itself may respond to repolishing with alcohol to soften and reamalgamate. Then adding a coat or two of shellac and polishng out with 0000 steal wool.
