The original finich othis set was probably a gloss lacquer. the white scratches on the buffet and table may be damaged finish that can be restored by lightly spraying with blush eraser. The white on the chair legs is more likely to be missing finish. You need to get small quatities of different color stains in the general range of you sets color and try them to see which will give you the best match. Minwax dark mahogany and american walnut are 2 that might get you close. The spider webbing on the china is finish that has lost it's platicizers. It can sometimes be restored by carefully wetting the finish with a 50/05 mix of denatured alcohol and lacquer thinner applied with a rag that is squeezed until it will no longer drip. Rub in 4-6"circles until the finish softens and flows back together. This takes some practice to control the amount of softening. Then lightly sand with 600 grit wet dry paper and overcoat with lacquer to build a good finish film. Remove the buttons on the chair legs and replace with nylon. You will not hurt the value of this set by restoring or refinishing.
