Hoosier cabinets were made in clear finish and painted. Most of them were painted, but you can find out which yours is by stripping a small area and looking to see what kind of wood is under the paint. IF you strip it any good semi-paste stripper will work, but it is a tough job. If you repaint it you can remove any loose paint and sand any chipped area then prime with a shellac based primer then paint with a good grade of oil or water based paint.
