Ironing over with a wet cloth is apt to cause further damage. Usually you nee to split the veneer along the grain line and inject glue then weight or clamp the bubble flat. If it is an older peice the veneer is proabably glued with hide glue and that is what ahould be used for repair. If it is a newer piece carpenters glue can be used.
