It is vey difficult to strip wicker once it has been painted. I suggest you hand strip the table top with Kutzit, Savograin or other good stripper. The wicker parts can be treated with liquid sanpaper(also called surface prep) then repainted. If you can get the top clean it could be finished with a clear varnish or lacquer which will give you a nice contrast to the wicker.
