Fletch is right about reomoving the old glue, but you would be better off regluing with hide glue. You can buy hide glue and most home centers. The nine thing about it is that it is reversible with water or vinegar. You cn get duck at most fabric stores and use that to glue the strips to. If you pull the duck smooth on a piece of plywood with waxed paper uner the duck you can lay aout the slats and glue them square. The duck should not cover the last inch of the ends of the slats.
