Bleeding Chairs

I have just stripped maple chairs and did all the necessary washing. They have been setting for about 1 week. Now that I am sanding them by hand I notice the wood will get darker in some places. The closes example would be bleeding wood. It seems like the wood is not dry. In mormal stripping and refinishing this does not happen. What are by options?? Thanks
