I would think that you could repalce the metal strips. Two types that I can think of that might work are: metal banding like that used for shipping or the type of metal slats that is used for springs in furniture. If you can't get something like that to work then you ccould use duck. It should be glued with hide cement. As to the age look carefully at the drawer constrution and see if the dovetails are hand or machine cut. That will give you another clue to the age. I agree that it is probably early 20th century.
