Successfully found appropriate epoxies, but no colors yet. As I suspected,"local" art supply stores have not been helpful -- most carry no paste, and one or two powders of unsuitable colors. I am quite willing to go to a large city or use the internet, but I'd like to know more precisely what I'm looking for: what base (oil, water, etc.), what method of application (rag, foam, brush, rubbing, etc.) and am I looking to replacing the entire surface color (surfaces are 10" round and 8" round) or just matching what's there (70-year old "black" (by now, very dark grey) bakelite.)
