Bakelite Surface

My c.1925 chrome floor lamp has two attached (9" and 12" rounds) "tray-shelves" of wood, mounted with chrome to the lamp stand, and surfaced with black bakelite. The bakelite has a few small chips, but is mostly solid. The bakelite surface, however, has flat (not textured) "blisters", the edges are no longer glossy, and the whole thing appears rather ratty looking on this otherwise sharp-looking deco piece. What non-damaging surface restoration should I do (other than glossy enamel paint) to improve the appearance? Thanks. Private email is fine if you prefer.
