Getting paint to rebond is very difficult. It generally requires conservation techniques that can best be done in a conservation laboratory. It requires testing of the paint and different solvents sometimes in liquid form sometimes in vapor form to find one that will work. Many times nothing will work and the only solution is to treat the pieces with a sealer which will help hold the paint together and stop the flaking.
