I think you might have it reversed. The tenon goes into the mortise and the key secures the tenon ffrom pulling back out of the mortise. There may be a couple of ways to cure the loose problem. One may be to change the size of the key or the slope of the key, the other will be to shim the mortise or the tenon to a tighter fit.
