If the cabinet has lead based paint on it I would remove it. Strip and dry the residue for disposal in a hazardous waste site. Most cities have days when you can turn in hazardous waste. If you need to sand do it in a well ventilated area preferably by hand. wear gloves and at least a dust mask though a respirator is better. Cange clothes before going around small children. Check with local metal shops to find someone who can repair the hinge or check Van Dykes at VanDykes.com they may have a replacement hinge.
