If the old finish is cracked putting a coat or two of varnish over it will only accelerate the failure of the lacquer causing it to sepearate from the substrate. The best thing is to put a seal caot of shellac on then a coat or two of lacquer, even this runs the risk of lifting because the base coat(s) are not well bonded.
