True Cloisonne is fired enamel and can endure a lot. The coating would seem forign in nature. I feel that a little alcohol on a cotton swab will start to lllsen the coating if it is shellac. If not try lacquer thinner, proceed carefully. But the real thing will not be harmed in this method, and keep some fresh air around.
