The stains, If from water, can be removed with an oxalic acid/water mixture, brush on a little and repeat if needed. Rinse with clear water, dry and a little light sand with 600 wet/dry sand paper, if the grain seems raised, then apply a light coat of lacquer from a spray can. You will need to inform us as to the origin of the stains other wise.
The piece appears to be a curio-buffet, a rare item especially in the blond modern, fifties style you have.
