Oak mission style table refinishing

Where are these white streaks coming from? While removing shellac from a Mission-style oak table, using denatured alcohol, all went well until I began a final 'removal' using 000 steelwool dipped in the alcohol. Whispy whitish-gray streaks began surfacing everywhere... is this related to the 'fuming'process used on oak furniture? How should I proceed? I was hoping to avoid a full sanding of the piece... but do hope to remove some stains and then shellac again. Hillie in San Francisco
