I dislike the idea of stripping cane and rattan, it is hard on the material and will make it brittle. A little sanding may be all that is needes, folowed by a touch-up where there is a bare spot. I think you may want to leave the painting for the next guy, and if the condition is killing the sale, then you can paint. Oil base is the best paint for furniture, as well, tinted lacquer will do nicely.
