Shellac Finish

I used shellac as a sealer after I applied stain so that the varnish that I will use can adhere. My question, if this is even the correct process, is whether or not it is common for shellac to feel grainy on the surface from what must be dirt and dust? Are there ways to get a smoother finish or is it inevitable? Thanks for the help.
